Tests of the node relaying announcements and votes, against peers run by the Leios node-vs-environment tests.

Every peer both sends the node a schedule of notifications and records what the node relays to it. The node relays a vote only once it has checked it against the committee, and only after relaying the announcement it is for, since a peer disconnects a peer that votes for an announcement it never sent.
